When you ask other people for their opinions on a subject that is personal to the author of the question. U R old enough to know what is right and wrong.

See, before that, you're old enough to know better, young enough to do it anyway, to old to get away with it, and too young to care.
After 40, you just feel better about yourself, if you know better, and don't!

As soon as you can understand the meaning of right & wrong. This can be as early as 3-4 years old.

it depends on what it is tho
16 when you know better not to run the car off the road
8 when you know better to study every night
4 when you know better to not eat cookies before dinner
