Yeah, it's a monitor. When playing on stage it can be hard to hear w/ everything else going on. A monitor helps you to hear if your voice is loud enough or too loud.

Those earphones place the music at the right volume so the singer can concentrate on singing, and hit cues.

A lot of singers nowadays have those little earphones instead of monitors so they can hear themselves. So those little earphones actually ARE monitors.
