There was a fire in my town once and all the person's stuff and furniture was strewn about outside

To make sure it won't reignite and you never get the smoke smell out of furniture, clothes, pets, etc...it's easier just to get rid of it and start over. Been there, done that.

If the fire has a reflash, then there will be less inside to burn.

If the fire starts up again, his stuff will be outside so it has less chance of being burned up.

The firemen just don't care about your stuff, they only want to stop the fire.
