1) The only time I would expect fins to grow is if the fish you buy is very young and the fish itself hasn't completely grown. I suppose if you bought a fish that was recovering froma fin fungus they may appear to "grow" as the fins heal from being eaten away by the bacteria, but this is more "repair" than growth (and I wouldn't to purchase one that wasn't healthy in the first place). Color is a function of proper water quality and conditions, good diet, and genetics.
2) While it may not be 100% necessary (if you're willing to water changes every 2-3 days), it's definitely an advantage. Just watch the flow rate, since too strong of current may be hard on long-finned males.
3) If kept at the proper temperature (76-86o) and adequate swimming space they're usually very active.
4) Your best bet is to get them from a privately-owned store, or directly from a breeder. Compare the photos of fish for sale at this online fish auction site: http://www.aquabid.com/ to what you see in any "chain" pet store. See this link to find possible fish clubs with breeders in your area: http://fins.actwin.com/dir/clubs.php?c=1 or find a local chapter of the International Betta Congress: http://www.ibcbettas.com/chapters.htm for help locating some near you.
added question: They should have at least 1 gallon each, I keep them in 2.5 gallon mini bow tanks: http://www.walmart.com/catalog/product.do?product_id=3635102 (comes with hood, light, and filter) plus a heater, gravel, and decorations.

1. With enough space, yes it is possible to make your betta's fins grow longer. It's also common for healthy and happy bettas to change colours completely or develop streaks of new colour that they did not have before. Adding blackwater extract or an Indian Almond Leaf to their water also softens the water and likens it to the water in their natural habitat, and encourages growth.
2. A filter is not always necessary for them if you are willing to perform regular water changes. Bettas do not breathe oxygen in their water; instead, they go up to the surface and gulp air from the atmosphere, just as humans do when swimming. For this reason it is also important that you allow air to flow in and out of your tank, so don't cover your betta's tank completely. However, if you are going to get a filter, please remember to get one that does not produce a strong water current. Bettas hate water currents because it makes it very hard for them to swim, due to their long fins. Instead, get a sponge filter - the best filters for bettas - because they produce the least amount of water current. They're also very low-maintenance.
3. It really depends on the individual betta. They are, however, more active during the day and tend to be more lethargic at night.
4. For tank size, a minimum of 1 gallon is absolutely necessary. However, this is really the bare minimum and it would be much better if you could keep your betta in at least 2 gallons of water. Your fish will be much happier, and you won't have to do as many water changes. In a 2 gallon tank with a sponge filter you will probably have to do a water change once every other week, but in a 1 gallon tank you will have to change the water every 3 or 4 days. Basically, the bigger the tank, the happier the fish.

I had 3 betta fish at different times. Do not put two betta fish in a bowl or they will attack one another. However, betta fish cna go in a tank with community fish but, I am not sure which ones, I would ask someone at a pet store. My betta was fairly inactive but, if you put a mirror in front of it it will swim around the tank quickly and fan out its fins( I think it thinks that its reflection is another fish) lastly, bettas do not need filters, pet stores and walmart have little betta bowls made just for that type of fish... i had bettas while in dorm rooms and i loves how colorful and easy they were to take care of. Hope this helps!!!

feed new life spectrum foods and you will get better color for sure. A filter is not necessary, but you will have to do frequent water changes, they are not very active until they get to know you and then when you walk in the room they will start to swim around quickly because they think you are going to feed them. Its really hard to say where to find good colors because they are assorted when they come from the Vendors I've seen some nice ones at Petco.

You can't grow their fins but you can feed them color-enhancing food.
No, they don't need filters, but I use one for my fish and it works out better that way.
DON'T keep them in little bowls. They are pretty active fish if you give them the room to be. Mine swims around like a maniac and loves his 10 gallon tank.
Try Petsmart or a local pet store or fish supply store near you.

You can't make their fins bigger but certian foods can make them more colorful
No filter is neccessary. I have 2 bettas in bowls.
The first day you get them they are still getting used to their new bowl or tank but the next day they will be swimming around more
I got my two from petco but petsmart has some colorful ones too.
A good size tank would be over a gallon perferably 2.5 gallons. But my bettas are very happy in their 3/4 gallon bowls.

it is many times the way cichlids artwork. they're going to seem to be non violent throughout babies, yet while one turns into larger and sees that it may "scare" different fish, they're going to grow to be relentless and could finally kill the smaller, much less aggressive fish. with regard to the only ideas are to furnish a length of aquarium which you likely won't be in a position to furnish, so as that they are in a position to be precise separated, or to chop up them.
