Do they chip easier? How can they be as safe? If the recon. bumper is resprayed with a gray primer, will it be less likely to chip?

It really depends on the company you are buying them from. A cheap company might have a few minor flaws in them. Paint chipping depends on the quality of paint you are using. Some clear coats are cheap and chip very easily. If you are putting a bumper on your personal vehicle then I'd go new, but if it's something you plan on selling I'd go with the reconditioned.

If the company that repaired the cover is a quality shop then you should have no problems. Besides -- it shouldn't chip unless you crash into something.

It should be as close to orginal as possible. either chromed or painted. good luck.
