Not in Massachusetts! It is a slang for Whip Out Wednesday!

Years ago an A$$ H01e Radio station started a WOW campaign, It meant that if Women in cars Passed a Truck or other vehicle with WOW scratched in the grime or painted on some how, then these women were to bare their brea$t to the driver of the other vehicle! Really intelligent EH?????
