There is always a ruling class: the rich, the famous, and the powerful.
Lobbyists have more power than people; corporations have more power than people.
For individuals, doctors have more power than anyone except CEO's of Wal-Mart, ExonMobil, etc.
Doctors claim they know what is good for people and have always (20th and 21st centuries, anyway) been able to persuade the local government to do things their way.
That's a nice touch with the political parties by the way.

Of course there is. The ruling class are the ones that have the power. Lobbyist control the health care industry, tobacco and anything that won't make money. Actually, Money is the ruling class. Everyone wants more, can't manage what they already have of it and are envious of those who have more than they have. Or maybe the ruling class are all the envious people who are never satisfied with what they have and are constantly comparing their lives to people who have nothing in common with them. ie Paris Hilton, "Why the constant attention to this person?" Does anyone really care what she does?

The American voter. All businesses can do is put money in candidates pockets so they can advertise louder then anyone else. If the American voter balances cable news/ads with other less commercial but credible news sources they can elect a real candidate that stands with and for the people. Power to the people!
