I have light highlighted blonde hair, a medium-fair complexion, and blue-gray-green eyes more green that gray and blue. I want to wear dark eye makeup (eyeliner, shadow) but have more like "Emo" (if I must say) than tacky. Making it softer by using natural color with black eyeliner. How can I achieve this look without looking tacky (instructions) and how can I keep it from smudging?

black eyelinerand bright colors on ur eyes. try bright pinks, greens, blues, reds, purples, watever looks good w/ your outfit that day but dont b matchy matchy. i use black liquid eyeliner. it never smudges or runs even though im outside alll day and it looks great in pics. and for all other ppl that read this emo is not bad. not all emo ppl cut themselves.

Put eyeliner above your lashes on your bottom lid on the little space below your eye. And then put on tons of volumizing mascara on your top lashes. It even works on my eyes, and I have tiny eyelids.

maybe you may try using a neutral hue for your eyes, like deep bluish-green and also use a q-tip to gently smudge your eyeshadow to give it a soft look.
