Can Americans force change in the practice of waste, fraud, bureaucracy in all layers of government or are we impotent in this matter?

No, American tax payers certainly do not control the government. There are several good answers, but I would like to add that if we do not expect and demand better from our leaders we will not get it. And propaganda will be the ruination of this great nation.

The only way to force change is to stop electing Lawyers, & career politicians. Elect working men & women & this country will be a much better place within 8 years.

No, the taxpayer does not control the government. Corporations do. Could the American people forcfe change? Yes. Will they? Probably not. The Right wing is tolerant of corporate control, being easily distracted into resentments over "welfare queens" and other "lazy bums" who take a tiny fraction of what we give in Corporate Welfare.

No we don't and we won't, not as long as we allow the people we send to Washington free reign to do as they please.

They should all be recalled now, and term limits should be instituted. In addition, their retirement benefits should be restricted to social security a fund they have now depleted and a benefit that I'll never see after working all my life. Also a reasonable retirement that starts when they reach the established retirement age that they impose on us, forget the golden umbrella,
