In New York State, is there any laws to protect employees?

Contact OSHA and file a complaint. They will keep your name confidential. They will come and inspect and if the working conditions are dangerous or a detrimental to your health, your employer will receive a rather large fine.

The answer depends on the severity of the temperature conditions and whether your employer allows you to mitigate unsafe conditions. Remember, there are people who are required to work outdoors in both tropical and sub-freezing conditions during all manners of weather conditions. To force an employer to provide heat or AC you would have to prove that the temperature conditions provide a viable threat to life and that you can't affect the situation yourself. If, for example, you could wear a coat or jacket when temperatures are cold then you don't have a winable argument. Your best options are either to live with the situation or find new employment.

I would expect NY to have laws if no other place does. The place to call is the attorney general's office about working conditions. Landlords are required to provide heating and cooling and bosses probably are also.

Osha probably has some guidelines; however no one is MADE to work anywhere. If it sucks quit.
