It is the impossible mandate.
Equitable accessibility is a myth. Schools are financed by property taxes, so wealthy areas have WAAAAY more money for their schools. Some students have parents who don't give a @#$%^ about their kids' educations, and who are on crack and stuff. How will education be accessible to these kids? Some kids are learning disabled, and the quality of special ed varies HUGELY by school even within the same district.
So anyway, it is a myth.
The only way for kids to get a good education is at a MINIMUM for their parents to stand behind them, support them, and value education. Then they can succeed even within a bad district....but still....it isn't easy.

"quality basic education" one that provides the essentials of math, reading and history/civics so that a person can function in society and earn a living wage.

"equitably accessible to all" schools are provided within a reasonable distance and schooling is offered with supplemental classes to bring students to a reasonable common standard when the move out of the area.

A school that will give the best learning (education) to its students whether he/she is poor or somewhat inadequate.
