The real reason is cost. While a blind person will not normally be using a drive up ATM, they will use walk up ones. These machines are all the same! Rather than making two different key pads, it is cheaper for the manufacturers to just make one, and install it on all the machines!

This question has been asked before, but it's so that blind people can use them also. The driver can pull up so that the right side of the vehicle is nearest the ATM and the blind passenger can reach the ATM.

Okay?

not every one you see driving has 20-20 vision, especially after dark, there are senior citizens who cant see past the hood ornament, yet they must have access to their money, or god help the bank mgr if they dont. second reason is that all of the machines must be labled on the key boards for auxilliary use, when the mechanics rotate parts for maintanence purposes.

So blind people will use them, and I can run them over, get out, put their hand on my grille and say "You feel that!? That's braille for GO INSIDE THE BANK!"
