so places that are considered residential are exempt from the smoking ban, dose this also cover pubs were people reside......... IE if the landlord lived in the pub and she was a smoker could the pub be exempt from the ban?

Then there should be a designated area for smoking, something like a cordoned-off area. But it doesn't mean that the whole pub is exempt from the ban.

Although every state has different laws, a pub would probably be considered a commercial property and would be subject to all of the smoking laws no matter if there was a residence in the same building.

I heard about the ban...BRAVO to the UK for following USA's example.
Bars here have designated tables OUTSIDE where smokers may congregate.
