16 and that's just lip gloss and eye shadow. I think what I'm about to say next is important to my opinion. I am African American and we don't wear much make up usually...not only that, but I kind of feel like that's why caucasians have such bad skin. If she starts wearing stuff too early, then that may mess up her skin.
Just please don't let her do it because her friends are. It's not like it's a necessity.

I'd allow lipgloss at any age(well, old enough not to eat the stuff or lose it). However, I'd wait until she's about 12-13 to start wearing real makeup (foundation, lipstick, eyeshadow, etc) and then only on special occasions, such as graduations, weddings, etc. When she starts high school, anything goes -- as long as she doesn't look like a circus clown.
Nail polish, though? As soon as there's enough nail to paint. I bet you're a logical person, though, so that's not an issue.

Whenever she expresses an interest. Lip gloss is first at about 10 or 11 usually, then other makeup like eye shadow and eyeliner. I started wearing this type of cosmetics when I was 12. I wore eyeliner, eye shadow, mascara, and lip gloss. It's important to get some nice makeup for your daughter at first, because that contributes in large part to how it will look, and also help show her how to put it on. Some girls wore it earlier than me, some later. It all depends on when girls decide what they want to do.
Also, the earlier they start experimenting, the earlier they start discovering their personal style! I stopped wearing all the makeup I did when I was 12 when I was about 13 or 14, because I realized a little where it needed to be was better than a whole lot.

Start at around 13 I think. Lipgloss is a good starter. Maybe try taking her to a MAC counter and let the ppl there show her how a young girl can wear makeup without looking like she's trying to look older. Stress to her that makeup just enhances the beauty that's already there.

Well, I personally don't believe in wearing too much make-up anyway. If your daughter is still under the age of 14, she probably has natural beauty. Let her keep her innocence, she has her whole life to wear make-up. But for a light amount, I'd say about when she's 14 or a little before she's 15. She may not think it's fair but trust me, she'll understand later on.

I think 13 is an okay age to start, but you should chose what makeup products she can wear and then add more as she gets older.
13 for lipgloss/mascara only..
14, gradually.
If she wants eyeshadow, you can invest in an eyeshadow palette of natural colors.
If she has a acne problem or redness, Bare Minerals makes a great mineral concealer that covers extremeley well and doesnt reveal the makeup look.
When you do decide to let her wear makeup, I sugget you invest in a book called Teenage Beauty by makeup artist Bobbi Brown. It explains and breaks down makeup to teen girls. Its a great investment.

Well in 7th grade, I wore sparkly eyeshadow. And I tried mascara. In 8th grade, I wore eyeliner and mascara and coverup. In 9th grade I wore eyeliner, mascara, coverup, and eyeshadow. Now I'm going into 10th grade and all I'm wearing is foundation and mascara, and occassionally some eyeliner but only on the top lids. I look dark and punk with eyeliner on my bottom lids, I should've listened to my mom... I would suggest letting her experiment in 7th grade, but don't let her leave the house without your approval- and I'd also say NO EYELINER! I officially hate that stuff now! I haven't been wearing it for like a month, and I tried it on the other day and realized how much better I look without it! (One time I took off my eyeliner, and walked into the living room and my little sister said "WHOAH YOU LOOK SCARY!" I was like, I don't want to look scary without makeup! So this summer I decided NO EYELINER!) Don't let her wear foundation until she starts getting teenage acne. She doesn't need it. Hope I helped =]

I didn't start wearing makeup until I was 15. In my opinion, I think lip gloss is the way to start off. Then as she gets older, she can move on to bigger and better things like eyeliner.
