100*(20-3.5)/3.5 = 471.42875143% increase

When calculating percentages, the rule is to divide the change by the starting amount. In your problem, the change is 20-3.5 =16.5 million. The starting amount is 3.5, so your calculation is 16.5/3.5 = 4.71/1
Per cent comes from "per centum", meaning per hundred. Multiply 4.71/1 by 100/100 and you get
471/100, or "471 percent".
It's important to remember this rule, or else you can be led astray. For example, a raise from $1 to $2 is an increase of 100%, but a drop from $2 to $1 is a decrease of 50%!

20,000,000/3,500,000 x 100 the zeros cancel out so
200/35 x100 =571.4%
so 571.4% -100% =471.4% which is the %increase
