what will be the effect if it was degauss or not to degauss at all

It depends on how bad a magnetic field it has picked up. Rub a powerful magnet over the screen and the internal degauss coil may never fix it.

The monitor needs to be degaussed if it has been moved or if some magnetic or large iron object close to it has been moved.

However, the degauss circuit fires every time that the monitor turns on, so it is unusual to need to manually degauss.

The degauss circuit uses a PTC thermistor in the control circuit. This needs to cool down before the degauss circuit will give an effective degauss again. Usually about 20 minutes.

If you have magnetized the monitor and the degauss circuit is not clearing it, take it along to a TV repair shop. They will have a much more powerful degauss wand and will be able to fix it very quickly.

Almost never. When you turn your screen on...it automatically degausses anyways. Try it...turn it off and on and you'll hear the same sound as when you manually degauss.

Pretty much if you notice anything weird...discolorations, etc.

That would be your first, and easiest troubleshooting option.
