Does it shake all the time, or just when your monitor starts?

If it is just when it starts, then this is probably the degauss circuit. While it takes about 20 minutes for the degauss circuit to cool down fully for an effective degauss, even after a few seconds the circuit will put enough current though the degauss coil to make the screen shimmy.

If it shakes all the time, then either you have some magnetic device close to the monitor - fans, power blocks for speakers etc., florecent lights. Or your monitor is on it's last legs.

Changing the display properties are not really going to effect this.

I'd say your monitor is going bad. Granted, changing the refresh rate helps a bit...but if your refresh rate is too low, you still usually don't notice with an untrained eye. If it's as bad as you say...then changing the refresh rate won't help. Try borrowing someone else's monitor, if possible, and find out for sure if the problem is with your monitor.

The screen of my monitor would always shake like mad whenever someone used the pencil sharpener two feet away. So remove all possible sources of electromagnetic interference.
