did he really not know what a nazi was?

I'm sure he did but he may not have realized how many people he would offend by wearing it. Nazi run Germany was no friend to England. I'm sure he didn't have any intention of showing support to Nazis, or any hate to Jews. I remember hearing about a white Judge that showed up to a costume party in costume as a black person in an orange prison jumpsuit and chains. Sometimes people think they are being funny and don't also consider that their action maybe hurtful to other people.

He wore it for a costume party and he probably knew. Everyone knows what a nazi is. The potential for offending others probably escaped him at that time.

Probably he didn't realize that the Nazi era is not that far back in time, and that there are many Holocaust survivors alive today, as well as many surviving veterans of WWII. I can't believe that it was anything but sheer thoughtlessness.

Prince Charles very wisely sent him on a tour of Auschwitz.
