I seriously doubt the USA is deliberately giving weapons away for free deliberately. That happens extremely rarely ... I not remember it happening since the Iran Contra Affair.
What your question may refer to is who all is getting US weapons ... like they are being stolen ... and if we knew who that was, maybe they wouldn't be stolen. In the case of the FBI they manage to lose track of hundreds of computers and guns every year ... we really do not know if they are stolen, or if they lack a competent system for keeping inventory.
There are weapons ISSUED to officers of the law, CIA agents, military people etc. but they are not GIVEN away. When the job is over, when they retire, get discharged from the military, the weapons belong to the state, and must be returned.
and who is BUYING weapons from USA which is a totally different topic than getting them as gifts.
I don't know if you consider nuclear know how to be a weapon ... President Bush recently promised that to India & it caused all kinds of a stink because it undermined arguements that Iran should not have the same kind of technology.
Once a trade deal is started, it is usually continued by the next Presidents

There are a lot of countries that are receiving weapons from the US. Most are right-wing dictatorships.
Israel is one country that is receiving weapons that is neither right-wing (although it is quickly moving that way) nor a dictatorship. India is also a country that is not right-wing (but again is slowly moving that way) and is a democracy.
