The pH of urine is usually around 4-8 depending on the concentration of different analytes in the urine. If the person has a high concetration of uric acid then it will be on the acidic side. If the person has a high concetration of ammonia then it will be on the basic side. If the person has a equal balance of the two then it will be around 6.

Vinegar is a 5% solution of glacial acetic acid in water. The pH of acetic acid is usually around 2.

The pH scale goes from 1-14. 1 is the most acidic and the least basic. 14 is the most basic and least acidic. So a strong base like laundry detergent and vinegar would be opposites. Since urine and vinegar are both acidic, they have similar pHs.

No, it depends on the person how similar they are. I think the saying has to do with how both would make you cringe if you drank it.
