If it is growing on wood you may have a fungus eating the wood. Fungus is quite capable of causing decay in a house as well as the wood lot. In a house it is usually dry rot but if you see a fruiting body you might have a 'shelf' fungus, properly called a polypore.

Dry rot is a misnomer as is does require moisture for the fungus to grow. There are several classes of fungi capable of consuming wood. Usually they digest only lignin or cellulose. White rot fungi degrade the lignin and leave the white cellulose behind. This may be what you are seeing if it isn't a fruiting body of a polypore.

There are mildewicides. Most are borate derivatives like sodium borate or borax.

No not without a picture. If it is mold get rid of it fast it can literally kill,
Use bleach (rubber gloves) full strength when it dries use 5% vinegar to wipe it down and keep it from coming back.

Ewwww have u tried wiping it and washing it? I would have no clue to what it is though, if it has no smell, its probably not rotten. use lysol on it er something.

could be some sort of bacterial growth, bacteria usually grows where there's a lot of moist, so it might be one.
