They can make construction paper picture frames for pictures they paint or draw or a photo of themselves and decorate the frame with glitter or markers.
Jewelry using yarn and dry noodles, or friendship bracelets using embroidery floss for older kids.
Paper bag puppets.
Model solar systems using beads glued to paper.
Simple origami - basic crane, hat, sail boat out of newspaper.
Masks.
Papier mache (newspaper, flour, water) on balloons to make pinatas.

It depends on the age of the children. If they are real young 3yrs and under, stimulate their imagination using physical activities. Such as "Travel" where you put your arms out and roam around as if an air plane doing dips and turns, making noises. This keeps a large group of kids entertained and under control for a good amount of time. If they are 4yrs and older a few things you could do are make noodle neckless using different types of noodles and string, maybe add sparkles/paint. Home made flour clay can be used for a variety of projects, paper mache to make funny faces, ect. Weaving, keychains, stamp art (you can by foam stamps at Michaels for 99cents). Picture frames made of pre-cut cardboard that the kids can decorate. Cut and paste paper dolls/animals, endless possibilities. If the age of the children were availible could provide more age appropriate activities.

An old standby is to use macaroni to string for necklaces or to glue the pieces onto construction paper to make pictures. You can buy a pound of beans and let all of the kids plant them so they can see how they grow. Or, they can plant flower seeds to take home for Mom when they bloom. All can be planted in paper or plastic drinking cups.
You can get the recipe on a google search for homemade playdoh or modeling clay to use to make animals,plaques for foot and handprints,wall plaques to paint or to make dishes that their parents can use for putting change or junk in on their dressers. This Grandma has several my kids made years ago.
See if friends will donate small amounts or skeins of yarn and cut it into short pieces to glue into pictures. Teach them to make cords with string on their fingers(or makee spools to use) and then make things with the cord. That was a favorite craft with the 3 year olds I taught.
You can do paper mache with flour and water with newspaper strips for pinatas or all kinds of things that the kids can paint & yes, I just did it with six 3 & 4 yr olds and the parents liked them. Buy a pack or two of printer paper and let the kids draw on them, fold them for fans after they're colored or make animal masks and glue a piece of elastic on them so they stay on. There are dozens of cheap crafts you can do.

Why not make play dough for them to make things they then could be baked an painted keeps them happy for hours .Then there is getting them to make collages with scraps that parents can provide just need glue and a piece of white paper. Karen

They can bring frozen juice can lids and you make magnets out of them. Glue a picture of them to give to someone (parents).
Pic frames from popsicle sticks. Encourage them to save them from home.
Empty veggie cans. Cover with paper or fabric to hold pencils. Use a pliers to make sure the inside is folded in and not sharp.
They can bring shoe boxes from home to paint or decoupage.
