I feel your pain, honey. When I was 15, I was a DD. After I had my first baby last year, they ballooned to an F cup!!! Everyone's body is different...there is nothing at all wrong with you!!
What you may want to do for the time being is to find a "minimizer" bra. I have listed two good online sites that carry them, but any good lingerie (and most department stores) carry them. Being "big busted," you need to make sure that you have a proper bra fitting (it's kind of embarrassing, but worth it) to make sure that your breasts are getting proper support, otherwise they will hang down and you'll feel even worse about yourself (take this from someone who KNOWS!).
When you get much older (at least 20), your doctor may be able to recommend you for a breast reduction (it's surgical). I have had several friends who have had the procedure. If your doctor recommends it, your insurance will pay for it!! Having breasts that are too large can cause all sorts of back problems (again, I know!!). HOWEVER...please don't consider this option until you are much older.

Hey honey, it's true that your boobs aren't average for you body size. But there's very little you can do about it. You could wear clothes that don't accentuate your boobs too much (I don't mean boring t-shirts, just something that's not too tight around the chest).
DO NOT get a breast-reduction surgery. If you're still a teenager and you plan on having children sometime in your life, doing any sort of breast surgery will cause scarring, and you'll have a ton of difficulty breast-feeding when you are an adult. You may not be able to breast-feed at all, and then you'd be robbing your child of the natural nutrition s/he deserves.
Think about your size from the bright side: Many men love large breasts!

For a 14/15 year old, yes your breasts are a bit big.
If you have health issues such as back pain, talk to your parents about talking to a doctor.
If you have health issues you could be a candidate in the future for a breast reduction. It can be covered by insurance and would benefit people with big breasts greatly.

As for the scarring, a GOOD doctor and a patient who follows the after care instructions will have LITTLE TO NO scarring. My scars are BARELY noticeable. I used scarguard, mederma, and massaged my incisions and you can barely tell they are there. Besides, I'd rather have a few scars instead of constant BACK PAIN.

Okay to the person that says that you are "lucky" I don't think she really understands what it's like to be large in the chest. I don't consider myself a supper huge person (in terms of body size) but as it stands now I am a 36J!!!!! Yes, they do go up that big. My back is constantly killing, I don't look good in the style of clothes I like, I can never find a bra my size and have to rely on the Internet, it's not at all fun and I wouldn't wish any one was this "lucky." I feel your pain and am sorry for it. Since you are so small (body size) I would do as the pp said and try running or aerobic exercise, you may or may not loose some fat in your chest area. There is nothing "wrong" with you, you just got dealt what you got dealt. And definitely invest in at least one quality bra.

If you don't already, maybe you should try burning the extra fat in your chest by running (you might want to wear two sports bras for support). Even though you're a size 0 it can't hurt to exercise and if you're at the weight you're supposed to be you won't become any skinnier.
Your boobs are kind of big, and it might serve as a back problem later on in your life. I'm sorry, but I don't know any other way to make them smaller other than exercise or surgery.

There is nothing wrong with you. Do not listen to anyone who says that there is. As a person with big boobs myself there is nothing you can really do unless you get breast reduction surgery. Just make sure you wear a bra that has a lot of support in it. Sweat shirts, and tee shirts sometimes decrease the appearance of big boobs. If you don't want to wear those things then don't!!! You should always do what makes you feel comfortable.

Ok of course I am not a female but w/ my personal experience when I was your age I had a few girlfriends w/ the same problem. Now they have average sized chest. So due to the fact your a teeneager your hormones are raging right now. In a few years you'll learn how to use those things to your advantage. Don't worry. If they get bigger and your back starts to hurt you may want to see a doctor though. I have also had girfriends w/ back problems due to their large chest. I hope this helps. Good luck!

Please refer to them as your breasts and not "boobs". The definition for "boob" is an idiot. Talk like the lady you are.
Now to answer your question, YES, you do have large BREASTS. There is not a doctor in the world who would do a breast reduction on someone your age though. Try to wear clothes that are appropriate for your age and that do not show a lot of cleavage.

Well of course people are gunna stare because of the situation just just discribed. breast reduction is a good choice but maybe not for someone your age. if plastic surgery is too intense for you then stop worring there is nothing else you can do about it.
