Without conditioner, you should wait 8 hours. Of course, you can boil the water, and get rid of the chlorine right away.

Chlorine will evaporate from tap water once the water has been sitting out for 24 hours. However, there are still substances in the water like trace metals and chloramines that will not be removed from the water no matter how long you let it sit out. You need to get water conditioner for your water and treat all of it before you put your betta in; chloramines and trace metals can be very harmful to your fish.

I was told by a knowledgeable water treatment engineer worker, that Chlorine Gas is used in city water because of a couple characteristics; one of which is that when exposed to the air that it decays at an exponential rate and within 15 min., over 50% is gone and 1/2 hr., over 80% is gone! Anyone with the credentials to prove or disprove this??? He said, "Fill a glass, leave it out for 1 hour or so, put it in the fridge and you are good. Of course, the Surface exposer effects the decay to some extent." I have generally done this.

The water takes a few days normally to naturally rid of chlorine. But it would be easier just to run to the pet store and buy more conditioner. I got 2 Betta's Friday and they are happy and healthy.They had conditioner though in their water bowls.

Chlorine will not evaporate properly from water no matter how long it is left out. It needs to be treated in some form. An alternative for your betta until you can get more tap water treatment is to use spring water or some other bottled water. Basically something without any added chlorine or chloramines.
