Yes in the state of Florida you are not allow to touch or feed Wild Dolphins. It is also Illegal to touch or feed wild manatees also-if manatees come and touch you it is ok.
Keep in mind Dolphins, although they look cute, are predators. A woman was just bitten on the hand last week trying to touch a wild dolphin!
Stick to the parks that offer encounters with trained dolphins. You are under the supervision of pro trainers and the dolphins are use to human contact.

Yes Discovery Cove, Right across the street from Seaworld. They aren't wild, but you can swim with them. I've never heard of people swimming with wild dolphins. that seems to be unsafe.

I know you can swim with dolphins at discovery cove in Orlando.
Wild dolphins might come around your boat and hang out with you. I woudn't grab one, though, he might bite ye.
And feeding them it's better to let them catch their own food as nature intended. Also they'd be less likely to bite the hand that feeds.
