Yeah. I'm with poster number 1. Also, if it was a complete stranger and I didn't know them well enough to like or dislike them, I would say something and offer a tissue.

id look at them and make the little ' you got a lil something coming out of your nose' gesture. and if they didnt get it id give them a mirror and say look everywhere. lol =] but if i knew them i would be like hey you cant afford a tissue? haha
