i am not sure what this means but i have heard that you can eigther have a strong sun sign or a weak one in your chart. can someone explain please?

The simple way to know if you've a weak sun sign: your body is weak or you just seem to lack vitality or both.There is no such thing as a strong sun sign,per se.Though the sun is well placed in Leo ,the sign it rules and Aries the sign it is exalted in.Or even in these respective houses(the 1st and the 5th)in your chart.

I think you either mean in comparison to the planet it's in. For instance, you would want a fire sign as your sun sign but definately not as your moon sign.
It could also be modified by any hard aspects in your chart. You may have many signs in your chart that will square to your sun sign so it may make an undesirable effect on it.
I've also read that the earlier the sign (such as having been born April 1 as opposing to April 19) would make the Aries sign stronger or any other sign early in degrees strong.
I've also read there are critical degrees so some degrees for some signs would make the sign super strong or some degrees would make it weak...

depends where it is in your birth chart. the amount of degrees it occupies your birth chart and what is in Trine with it.
Really it's not about weakness, Some have a very strong ascendant and moon sign that seems to override their sun sign at times.
