Yes but its not a good ideal. Ocean currents constantly and have very strong rip currents, which can pull under and drag you out to sea. then your really screwed.

I wouldn't call it swimming. More like diving in. It was really cold but my cousin didn't knwo how to swim and somehow was in the ocean. :/ It was really cold

Actually, yes. It's kind of relaxing, just don't stray too far from shore.
