Grassland species of tortoise can and should have some hay as part of their diet. These include the Hermann's, Sulcata, Russian, Leopard, etc.

See http://www.tortoisetrust.org for more details.

Tortoise's do, usually. Don't be quick to judje what's on a bag though, because they're are some brands (Pine) of bedding that tortoise's CAN NOT have but have a turtle on. Turtles are mostly carnivorous!

It's possible that you're feeding them low-quality hay. Try changing where/who you buy you're hay from and see how they do with a new kind. Animals like horses and rabbits are picky about the hay that they eat and generally prefer a hay that has more grass in it then dry stalks or weeds. Also, I've found that a hay with multiple types of grasses is really the best. Good luck!

Yeah land(not including red and yellow foot and thigh spur tortoises) tortoises do. A good diet for tortoises includes rabbit pellets or tortoise pellets, leafy greens, shredded carrots, an occasional grape or cat chow kibble, alfalfa, blueberries, and dandelion greens.

It depends "tortoise and turtle" is a whole animal branch and not a species.

Be more specific and NO tortoises aren't carnivorous they are omnivorous

Certain types of hay is good for you tort, high fiber content is needed in their diets. Grass hay is one example of nutritionally good hay. Timothy also. Alfalfa isn't reccomended as feed, but I've bedded my 2 russians on it.
