Iodide crystals mixed with small pieces of rock. On impact the pieces of rock strike the crystals causing them to react (explode) the paper is just to keep them together and to limit them to a small amount so that no one gets hurt. Back in the day ( I hate that saying) before big brother decided that we would hurt ourselves if they didn't take care of us, you could buy the crystals or make them and do all kinds of neat stuff. Like coat a drawer, leave it open slightly and when someone closed it...BANG!! Not that I ever did anything like that. LOL

These work on two ways the way I know of is impact explosives. There are some that contain amounts of liquid nitroglycerin.

They contain picric acid which is a high energy compound like nitroglycerin but a solid, hit it and it blows up.
