The DH rule is an optional rule in the American League adopted in 73. It has to be used for the pitcher if it used. The NL CANNOT use the DH rule except when playing in an AL park.
The AL team does not HAVE to use a DH, but since pitchers are usually offensive liabilities, it is used.

In the American League there is a Designater Hitter rule while in the National League the pitcher gets to bat.

The rules are the same in both leagues except for the designated hitter rule. They are separate leagues and can create their own internal rules.

because one is a designated hitter in the al, in the nl, the pitcher has to bat for himself...

They're not. If you're referring to the DH, technically the NL could use it if they wanted.
