Skeletal muscle is under your voluntary control. It is attached to the skeleton (usually in opposing pairs) and is responsible for movement. When you decide to move, a specific part of your brain sends a signal down your spinal cord to a neuron (nerve cell) that is part of the somatic nervous system. When that neuron fires an "action potential" it travels to the muscle and causes it to contract.

Assuming that you meant to type the word "move," the answer is that the skeleton is moved by the attached muscles. The skeleton, contrary to certain scary movies, cannot move by itself.

"Skeleton" is a Greek word that means "the dry part," or "that which has been dried out." ...meaning no muscles, skin, etc. attached to it.
