They have been voting totally by mail since 2000 and it seems to be working because there is more voter participation by virtue of the fact that 87% of registered voters in Oregon voted in 2004. All the critics screamed potential for fraud, but they did not seem to have that problem

Yes, we do. I am possibly the only person in the state who doesn't like it!
I don't find it convenient because I forget to mail the darned thing back in. I also do not trust that it is as safe, secret and as impervious to fraud as they want us to think. It supposedly saves the state money, but I don't see how. But it is in force now and most people love it, so it will probably never leave.
It is true that we have consistantly voted against a sales tax, but our property taxes are awful. They will get it from you no matter what you do.
This is a very innovative state. It is often a real adventure to live here.

You forgot to mention that they also mail booklets before any voting explaining the candidates views on things, and new proposals that are to be voted on.
One devious thing being done is to word a proposal in such a way that a yes vote really means no, and a no vote really means yes.
One nice thing about Oregon, the people have repeatedly voted against a sales tax, no matter how hard the politicians try to push it.

I think it's a mistake because it leaves a lot of room for fraud, but nowadays every state is becoming very loose with their standards.
