It depend on what you want and how you organize.
If you want you can join a group or even a tour, but most people travel alone or with a few people.
You can book ahead, sleep in hotels and travel by train or car (but that is taking backpacking very loosely.)
Or you can just buy a ticket to Europe and take it from there. Hitch hiking and hiking between sleeping at any unlikely place.

Most people will do something in-between and book the first few days and a train pass, and maybe a short distance flight, like London to the continent. Stay in hostels most of the time and sleep on trains, but in couchette cars, with the doors locked.

So it is as safe as you want to make it, if you think about what you are doing and putting your money away safely, and using your brains, it is as safe as going to the beach in Mexico.

Some people take risks, but there are always some people who are crazy.

The cost also depend on what you want and how you travel, and even more on which country you go to.
In London you may have to pay ten times as much as in Romania, and for that you may have a hostel bed in London and a hotel in Romania
Expect from $50 to $200 a day per person, can be more if you use hotels in England and Scandinavia, or go drinking in those countries.
