You can get washable red hair dye at your local Walgreen's, CVS, Wal-Mart, etc--any place that has a health and beauty section, really. There's one really good brand that has a massive range of colors and washes out after 10 shampoos or so, but I can't remember the name. The bottles are a sort of copper-orange or a purple, I think. Alternatively, you can get bright-orange hairspray dye at your local party store. This might work better than the regular dye if you have dark hair.

Well, if you wanted a movie costume, a gray V-neck sweater and a red-and-gold striped scarf should cut it, and I see someone else has already recommended using a graduation gown as a robe. If you didn't want it movie-esque, you're going to need a cloak. I bought a cloak at a party store around Halloween for $10 or $15. You may want a pointed hat, I don't really know.

Also, if you wanted a Weasley sweater, you could try to find an old, really thick sweater at a secondhand store, then could bleach/dye/paint (depending on the color of the sweater) a large "F" in the middle.

For jokes, I would go to the local dollar store, party-supply store, or the equivalent, and buy a few tricks. They normally have some really cheesy ones, but there are some good ones in the mix.

If you are dressing up as Fred Weasley as a Hogwarts Student then.............
-White Button Up Shirt
-Navy or Gray V-Neck Sweater
-Gryffindor Tie (Found a great one on Amazon.com)
-Black Slacks
-A Cloak (This might seem odd...but, you can use a graduation gown for the cloak. Just take off the zipper, then buy some black shoelace/black string, and add it on.....like they do in the movies)
-Black Shoes
-A Wand

Oh, and I recommend carrying a bunch of toffees or water toffee candies, and say that they are puking pancys or something like that. lol.

And if you are not a red head, either buy a red wig or you could use red hair dye-but only if you have a light hair color.

Since I'm personally not a fan of hair dye, you could visit a local wig store. It would generally make you look outrageous, which wouldn't be especially bad.
Try a small black coat. A lot of Halloween stores carry HP merchandise, so you could get a Gryffindor scarf. Maybe you could go to Toys-R-Us and get a stuffed rat (like Scabbers)... And (I'm on a role) Jo has published two "textbooks," Amazing Beasts and Where to Find Them and Quidditch Through the Ages, you could carry those around with you.

Well, as Fred and George are no longer at Hogwarts and are now running their own joke shop, maybe you want to dress as Fred of Weasleys' Wizarding Wheezes. Get something for dress robes (make them magenta in color), wear a button up shirt or a blue sweater with a gold/yellow F on the front, and some slacks. Then add accesories folks might buy at their joke shop.

Pygmy Puffs. Fred and George breed these little buggers for sale at their shop. Get some pomp-poms (no, not the cheerleader kind, the fluffy little colored balls is what I'm talking here), red yarn, and some stick on eyes from the sewing section of a department store, a sewing store, or from a hobby store like Michaels. Take several pink and purple pom-poms, attach a about two inches or so of yarn for the tounge, add the eyes.

Trick Wands. Go to places where they sell magic wands that maybe have fake flowers pop out the top or squirt water or something. Attach price tags of some kind.

Quills. Easy, easy, easy. Just pick up some feathers from a sewing store or hobby store like Micheals (try for something the size of a turkey, goose, phesant, or peacock tail feather). If you want the do a little more, pick up some calligraphy pen tips and attach these to the feathers. Then attack labels or price tags with names of quills Fred and George sell (self-inking, smart-answer, spell-checking)

Skiving Snackbox. This should be pretty fun to do. Get a small Whitman's or Russel Stovers sampler box (or whoever you get your sampler box from), cover the outside of the box so it no longer says who it's originally from, then add a label that at least says Skiving Snackbox. Be artistic with the box. Then on the inside add a label saying what's in which slot and then place something in there to represent these items. You might even want to make the sweets yourself. For the puking pastilles, get some candy molds and two different color patty melts and "paint" each side of each mold a different color (take the melted patty melts and a pair of nice clean basting brushes and actually paint in the different color patty melts on different sides, it will take a little bit of time, bot once you got the desired thickness you can choose the fill in the rest in just one color that won't be seen when opening the box). Fever fudge you can use any kind of fudge you want. Nosebleed nougat you may want to dip a nogat candy into two different dips of different colors (maybe milk chocolate and white chocolate). Fainting Fancy you might use peanut brittle for.

Portable Swamp. Get a nice clear bottle that you can close. Put in some different colored glitter and fill with water. Close and label.

Shield charm. Get some hats and gloves and place a silver shield on them then label them as such.

Just add all these to you're person and show them off saying your looking to introduce them to the wider public.

red hair dye can be bought in party supply stores like I Party. If you can, it'd be good to get a wand/cloak/robes/Gryffindor tie & scarf from the Alivan's website. If not, a plain black cloak with either a red sweater or just black underneath it will do. Jokes are good, just get them off of a good joke site and make them clean, not dirty, because dirty jokes could get you kicked out of barnes & noble/borders/wherever . =]
