The toughest city to drive in?

omg! don't even get me started...i drove in with a friend a few weeks ago at night..it was raining...it sucked. I am a virgin driver lol..i went down about 5 one-way streets (the wrong way of course) and almost killed a guy in a crosswalk. i will NEVER drive into there again lol.

I don't quite understand the question, but if you mean traffic, lots of cars, and things like that, then it's tough, but I'm not sure if it's the toughest
