To find the owner of a specific piece of property you can check the records at the county clerk's office, or go to city or state website and see if they have the information online.

As to date of birth of the property owner, it won't be listed, as there is no possible reason you would need that

The owner's name is a matter of public record. The tax assessor's/collector's office as well as the deed registry would have that.

Their DOB isn't material to the ownership so you'd have to contact the owner and ask them. They'd probalby want a really good reason before they gave out that info.
