when are desktops/laptops with Quadcore technology likely to be available in the market?

They're already here. The Core 2 has a quad, and so does the Xeon. If you want an AMD quad core, you'll have to wait or get their "4x4" which is two dual-cores on one board.

Desktops with Quad core technology are already available. I'm not sure how long it will take laptops to catch up.

Desktops? Already are. As expensive servers.
Laptops? Looooooooooooooooooooooooooong time.
