My honda push mower has been conching out and it is really getting weak and I have replaced the spark plug and changed the oil and this didn't seem to help. The lawn mower blade was set to close to the ground while I was going over thick, tall, grass and the lawn mower had been acting up before any of this.

I use the mulch plug attachment for mulching instead of bagging.

Could be that the valves need adjusting but more than likely it is a fuel issue. Over time the carburator gets fouled and need to be rebuilt. It should be removed, disassembled, soaked in a good parts cleaner and put back together with a rebuild kit. Also the gas tank should be inspected for debris and cleaned if necessary.
