If you're looking for free stuff, ineedhits has some great Free Tools which I've used before, which are pretty helpful.

Well, you really don't want to just submit your site or else it will take forever. Try posting a link to it either here or on eBay, craigslist or the like. Also, getting into the search engine will do little to no good. What you need is optimized content and backlinks from high-ranking sites. What I do is, buy domains that already have high ranking (people let them expire) and then point them to my site. This way I continue to build my way up the search engines. For good optimization tools and expired domains with good rankings I recommend:

Go to http://www.craigslist.org and place an ad in it, put a link to your forum and it will be indexed in google in about 3 days, within 5 to 7 days for yahoo,

These 2 search engines are the only 2 that are important since they account for about 90% of search engine traffic.

If you want top positions for your keywords, you need to start building links to your site.

I agree with Cymro's response which is the freebie backdoor approach to submtting a new domain name to Google.com's search engine.

Good luck!
