can i fill in a flood plain area with good fill to be able to build a church and small houses for the church use. this area use to be a large green house area that is no more not do to flooding

Maybe.............as long as you're not disturbing any wetlands or changing any natural water flow.

You'll probably have to get a permit and may have to supply some sort of enviromental impact statement.

And, like the other answer said; you're probably going to need a lot of dirt.

One good, free way to get fill is to approach any nearby construction projects removing dirt and offer to let them dump it on your property free. They'll often do that to avoid the expenses of hauling it further away to dump.

Be sure and ask them to keep it spread out so you won't be left with one big pile in the middle and nothing around the edges.
