Basically electronic money transfer - you can either load your PP account with cash from your bank account or use a credit card. As a buyer it costs you nothing. Anymore questions, mail me - I have been selling and buying on Ebay for years and probably know as much about PP as anyone!

it's an intermediate form of exchange, a secure site that takes your money and uses it to pay whoever you want.
