Most people will say Superman (who was created around 1937, first appeared in 38), and that's wrong. Superman was one of the first Super Heroes in comics, and set a new standard for literature of costumed crime fighters, but before that there was Pulp Magazines, with characters like Doc Savage, The Shadow, Zorro, The Spider, Hugo Hercules etc.

Well, you didn't define 'original', now, did you...?
The first super hero to put on a costume to hide his secret identity while he fought crime in the comic books was the Clock in 1936. (I'm not counting pulps and other non-comic book heroes.)
But Superman is generally regarded as being the first to make super heroes really popular, combining the following features:
A colorful, easily recognizable costume (and chest symbol)
Larger-than-life (superhuman) powers
A secret identity
Regular repeating super villains
Nearly every super hero after him followed this pattern.

It's a toss up between Stan Lee and Jesus. Jesus saved us all when he died for our sins, however Stan Lee did give us Spiderman and others.
