Probably so, eventually - it goes up and down. But surely you know that it's impossible to know in advance what will happen to the exchange rate. There are people who make a business of trying to guess that, sometimes successfully and sometimes not.

I don't think it will ever. There are so many factors affecting exchange rate: the stock market, political factors, and economical data (unemployment, wages, gross national product, etc) just to name a few. Also, exchange rates are affected by the demand for the currency. There are over twice as many people in the european union than there are in the united states with more people coming and going at any given moment. You could take an entire college course on this stuff.
