I am worried about a questionable neighbor getting a hold of enough info to open a card without her knowing. How would I find out if it has happened already?

Yes. Your mother (or you if you have a power of attorney) can contact the credit reference bureau and put a lock on her credit history. What that means is that if anyone applies for a credit card in her name, they must contact you FIRST, before releasing the credit history. All three companies have this system. Lock her history on all three, and then repeat the process from time to time. (I think the lock is good for six months).

Contact info for the bureau:

You can also obtain an annual report from each company free under federal law, but you must do so through this site:

Do not be fooled by other "free" offers that are actually linked to services you must pay for.

You can get a credit report and check, and then you can put a hold on new cards so that if an application is made, they have to check with her. If you want to do more, you should get a power of attorney so that you can help her if she becomes incapable.
