Dreamweaver will definitely give you more control over the visual aspects. The type of features you're talking about, though, require some programming. Your best bet would be to go with a content management system that has these features built-in, then modify and customize a theme or create your own to give your site a unique look. My recommendation is Drupal...

Find a web host that features cPanel and Fantastico (an installer) and you won't need any technical knowledge to get going. A few clicks and you've got a functional website.

If you want functionality, databases, logins, searches, uploads and so on, DO NOT use ANY of the above mentionned programs. DO NOT use ANY front end programs.
Their problems is that they convert your "ideas" into very bad code, totally unmaintainable. Think of them as translation programs, from english to chinese and vice versa!
It takes a long time to learn these programs and, once you know them well, you will realise that they DON'T allow you to do what you want - and that they are always behind as far as new functionality is added to the web...
Within the time you will loose learning them, you could have learnt NOTEPAD as editor (2 minutes learning curve?), HTML (20 minutes for the basics), a bit of Javascript (try to avoid), PhP (a few days for the basics), and MySQL (a week or two).
You will then be designing PROPER websites, in a professional manner, easy to maintain, easy to upgrade and at the top of the range.

you better use dreamweaver because yahoo sitebuilder is simply for commercial persons, not for serious building websites.
if you want to use profiles and uploads, i recommend you use php 4, and apache 1.3 web server.
youll need more than the inntention of doing it, you will need to practice and ask more persons who have done it.
