That's not true. It is now against the law to smoke in any enclosed public space. That includes the houses of parliament. Originally they were going to make private member clubs exempt but that was over ruled and all public spaces and anywhere that is deemed a work place is covered by the ban . Someone still has to clean the place so they have the right to a clean healthy work environment. so definitely the houses of Parliament are covered by the ban.

The Houses of Parliament have taken a voluntary decision to introduce the smoking ban, even though they are not legally obliged to.

Much of its tradition is based on self regulation, enabling much more freedom of expression that might not otherwise be permissible under British Law.

Because this government dishes out all the laws but they don't comply because they see themselves as above the law with all the privileges.
