Say what? If I'm understanding you correctly, you'd like to base the criminal justice system on where lines are painted. That's not a good idea.

Road traffic offences are for the most part not crimes, but misdemeanours for which people are fined. I think that this may make people feel that they are on much the same level in moral terms as not returning library books on time, or allowing bank accounts to go into overdraft. The main reason for criminalising speeding (and other road traffic offences) is the deterrent value and that is the argument for speed camera signs. There is no doubt about it, they make people extra careful and they slow down, in the same way as people's driving becames elaborately careful at the sight of a police car. And that is something we want as a society -- for people to slow down when otherwise they might be tempted to speed. The end justifies the means.

I think that many people feel rightly or wrongly that some speed limits are imposed for reasons other than road safety.
There are certain elements who would bring back a man in front with a red flag
Given that all safety is a compromise I feel that a little bit of reality is needed IE the black spot is a section of road where accidents happen not a road crossing under or over a bridge on that road. it is at this point that the law enforcement falls into disrepute

You have your basic speed traps that net little podunk towns their revenues and give "Barney Fifes" a reason to strut around like a bantam rooster.
Then there's reasonable speed limits aimed at keeping down accidents. If you're going the speed limit or 3 to 5 miles over it and pull out to pass, you don't expect someone to be overtaking you driving 20 miles faster than you are.
I've been in front of big trucks who put their brights on me wanting me to go faster when I was doing 5 miles more than the limit, keeping up with traffic and no way to go faster because of traffic in front of me, but still, they wanted me to go faster.

Speeding is one of those crimes where most people feel that "if you don't get caught, it isn't wrong". Though the view is stupid in the extreem, it is the prevalent one.
I am constantly amazed that people who regularly speed get pissed off when someone doing te speed limit happens to be in thier lane!

Good point.Some may argue that compared to murder or rape it isn't a crime,but the point is speeding may cause someones death so that makes it a crime.
