The best way to get high PR links I have found is to by up expired domains with pagrerank (http://webaddresslive.com has great lists and stats on them and is super cheap) and then build simple content sites for those domains and link them to your site. If you get around 5 level 6 and 7 pagerank domains pointing at your website you will have killer pagerank in no time, which in turn leads to people begging you to link to them in exchange for them linking to you. I don't know about you, but I prefer to be the one being begged as opposed to the one begging.
