Nops. Not all places are free of charge. However some cafes and malls do offer them for free, on consumption of some service or commoditiy. In some places they are hosted by the ISP, but to actually use them, you would be required to use some prepaid cards or maybe your telephone account, from which the cahrges would be deducted according to usage.

Some places are password protected and you get the password by buying something (like a cup of coffee at a WiFi cafe), but a lot are free.
